Export Control Profession: The Board

The Export Control Profession Board (ECPB) oversees the activity of the Export Control Profession and reports to and advises the Board of Trustee-Directors of the Institute of Export and International Trade. The ECPB consists of experienced export control professionals including representatives from business, the logistics sector, academia and government.

Roger Arthey

Roger Arthey

Following graduation from Birmingham University with a PhD in Metallurgy, Roger joined the research laboratories at Rolls-Royce in 1978. He transferred to marketing and sales in 1986, becoming Director for Airline Sales firstly in Rolls-Royce Inc. in the USA and subsequently for the joint venture BMW Rolls-Royce in Germany. He then held various commercial and business posts in Rolls-Royce Control Systems before joining the Purchasing organisation as Export Control Manager in 2007. He became Head of Export Control Compliance in 2009, and retired in 2017.

Roger is married with two daughters. His interests include travel, music, reading, theatre and cryptic crosswords.

Aaron Dunne

Aaron Dunne

Until recently Aaron led on business stakeholder engagement in HMRC’s Customs EU Exit Policy Team and co-chaired the Joint Customs Consultative Committee EU Exit Subgroup.

He previously headed HMRC’s Customs Trade Facilitation Team and was responsible for the UK’s implementation of the customs elements of the WTO Trade Facilitation Agreement (TFA), supported EU negotiations on the customs chapter of TTIP; and established an ongoing partnership with the World Customs Organisation and United Nations Conference on Trade and Development to deliver TFA-related capacity building to less developed countries.

Between 2010 and 2013 he was a Senior Researcher at the Stockholm International Peace Research Institute supporting an EU-funded trade control capacity building programme and publishing a number of policy papers on export controls. After returning to HMRC in 2013 he continued as an Associate Senior Researcher leading a MacArthur Foundation-funded project exploring the role of the logistics sector in countering proliferation.

Prior to joining SIPRI Aaron was Head of Counter-Proliferation in HMRC; lead analyst on Iranian politico-military affairs at the Defence Intelligence Staff; and studied at the University of Surrey, the School of Oriental and African Studies, and Tehran University.

Claire Harrison

Claire Harrison

Having worked in government for over 30 years, mainly in industry and trade, Claire has a background in assisting UK businesses to grow and remain compliant with UK laws

Claire has been with the Export Control Joint Unit (ECJU) for nine years. ECJU administers the UK’s system of export controls and licensing for military and dual-use items.  Claire leads the work of the Business Awareness Unit which ensures UK exporters understand export control regulation and policies, to enable them to remain compliant with export control laws on military and dual use goods software and technology. Supported by a small team, she is responsible for ensuring delivery of a busy programme of UK-wide export control related industry training courses; and ensuring helpful GOV.UK on-line information guides about export control.  Claire has developed her expertise in export controls and works with business, government agencies and trade associations to improve the export control awareness to companies of all sizes. 

Claire chairs the Awareness sub-Committee of the Export Group for Aerospace Defence and Dual Use industries in the UK and works closely with all UK government departments with an interest in controlled imports and exports.

Scott Jones

Scott Jones

Scott Jones is a Nonresident Fellow at Stimson Center supporting the Security and Trade Efficiency Platform (STEP) Program. Dr. Jones is also President of TradeSecure, LLC., a global advisory firm focused on export control, FDI, sanctions, and trade compliance solutions.

Previously, Dr. Jones worked for Oak Ridge and Los Alamos National Laboratories.

He received his Ph.D. in international political economy from the University of Georgia and a MA at Lancaster University in the UK.

Arne Mielken MIEx (Grad)

Arne Mielken

Arne is the IOE&IT’s Young President. He is also Head of Global Trade Content for Amber Road, maintaining the most comprehensive and robust database of global trade content, government regulations, and international business for over 115 countries across the EMEAR region.  He leads a team of trade specialists who monitor and provide updates on over 600 restricted party lists, including denied entities, politically exposed persons and embargoed/sanctioned countries, export controls, including license requirements, document requirements and control lists for restricted goods, licensable and munitions/military items.

Prior to this engagement, Arne was a Manager in Grant Thornton and Deloitte’s Customs & Export Controls team, two of the world’s leading organisations of independent assurance, tax and advisory firms. As a specialist in the field of EU customs, trade & export control legislation & policy, he advised clients on EU & US Export Controls (EAR & ITAR), dual-use & military goods rating/classification (incl. software, technical data etc)., re-export,  licencing, agreements, exemptions, dual-and third-party, ICP programmes, sanctions & embargoes.  

Working with the EU in Brussels for over a decade, Arne continues to be actively involved in the development of the EU Dual Use revision and publishes articles in leading European foreign trade journals. He holds a BA (Hons) in International Business & Modern Languages (French/Spanish) from London South Bank University and an Euromaster (with Transatlantic Track) from the University of Bath / University of Seattle and Science’s’ Po, Paris. He holds certificates for export controls from the AWA-Academy (Germany) and the UK’s Department of International Trade (DIT), regularly participates in the EU’s annual export control forum, the BAFA Exportkontrolltag (Germany) and the DIT Export Control Export Control Symposium (UK).

Martin Palmer

Martin has been involved in the distribution and logistics industry, for over 40 years and during this period he has held a number of senior roles within the transport sector including Global Export Controls and Customs Director for TNT Express.

Martin is the founder of Supply Chain Compliance Ltd, a company specialising in helping companies embed international trade compliance requirements within their everyday business processes. Additionally, he is also the co-owner of Hurricane Modular Commerce Ltd, a company proving landed cost and compliance software to the eCommerce sector.

He has worked with a number of NGO’s and agencies using his extensive knowledge of the transportation industry to help combat illicit trade in the supply chain, ranging from counter proliferation to wildlife trafficking.

For the majority of his career, he has been actively involved in international trade, particularly relating to International Trade Compliance in the areas of Supply Chain Solutions, Export Control, Intellectual Property Rights, Anti-Corruption and Customs Secured Supply Chain Programmes. He is a Fellow of the Chartered Institute of Logistics and Transport.

Brinley Salzmann

Brinley Salzmann

Brinley joined the Defence Manufacturers Association (DMA) in July 1985, having graduated from Sheffield University with a BA in Ancient History & Classical Civilisation. He worked for the DMA in a number of roles, before being appointed to the position of Exports Director in June 1999.

In October 2009, on the creation of ADS through the merger of the DMA, APPSS and SBAC, he became the new organisation’s Director - Overseas & Exports.

The vast majority of his work constitutes providing export controls-related help, advice and assistance to British companies. In this capacity he acts as Secretary to the Export Group for Aerospace, Defence & Dual-Use (EGADD), in which role he tries to provide help and advice to companies on export and trade control matters and liaises closely with the Export Control Joint Unit (ECJU), Ministry of Defence (UK), Department for International Trade (DIT), Foreign & Commonwealth Office (FCO), Department for International Development (DfID) and Her Majesty's Revenue & Customs (HMRC), as well as with a number of other Industry bodies and Non-Governmental Organisations (NGOs).

He has sat on a number of export control-related groups, including the joint Government-Industry Export Control Advisory Committee (ECAC).

Andy Smith

Andy has over 20 years’ experience working across government in “outward facing” roles. The majority of this time has been in Export Controls, Counter Proliferation and Enforcement. 

After joining DTI in 1998,  Andy worked in  Compliance, Licencing and Enforcement roles in the Export Control Organisation. In 2014 Andy joined HM Revenue and Customs where he is currently the Policy Lead for Strategic Exports and Sanctions Enforcement. 

Andy sits on a number of government tasking and governance bodies and regularly speaks at export control regime meetings as well as ECJU symposiums and Intermediate seminars. He also sits on the Customs/Compliance Sub Committee of the Export Group for Aerospace Defence and Dual Use industries.

In 2016, the World Customs Organisation accredited Andy as an expert trainer in Strategic Trade Control Enforcement.

Diane West

Diane West

Diane joined the Civil Service Ministry of Defence (MoD) Royal Ordnance Factories (ROFs) in October 1975. She held various clerical financial roles including project accountant after privatisation of the ROFs in 1985 and the sale in 1987 to British Aerospace, later becoming the VAT and Reconciliations accountant at the BAE Systems Finance Shared Services. Diane was appointed as Lead Practitioner (LP) for the 2004 ‘go-live’ of the Export Control Act. She is the UK LP for BAE Systems UK exports-imports controls, audits and training for three businesses.

Diane studied part time at the Manchester Metropolitan University achieving post graduate Diploma in Management Studies (DMS). She provides training support to Gov.UK ECJU Intermediate events as an Industry Speaker on the controls and for sharing experiences and good practice.

Diane is married with one son and three grandchildren; her interests include art, music, theatre, food and baking cakes for various charities she supports.
